What I meant in my comment was that when you make fun of people, they try harder to assimilate/fit in. Versus when you coddle people and give them enough to get by w/o trying.
For example, the Affirmative Action plan needs to be updated. I think there is some merit, still, to helping our mixed society. But, it's horribly outdated and horribly abused/misused.
People, by nature, will try to live up to a challenge. When you are unchallenged, you get complacent. And, complacency is rarely a good thing.
There seems to be little reward for progressing, anymore. And, to compound it, there seems to be little penalty for not.

When I asked the guy, about to crawl in my 140-degree-plus attic, if he didn't want to re-think this and come back on a cooler day, he replied, "my dad told me, if you ain't gonna be smart, you better be tough."

I agree that when you allow the idiots to be idiots without challenging them, they will continue to progress into stupidity. However, making fun of them rarely works. I didn't say that it never works, but it rarely works.
A lot of times it just seems to embarrass them and piss them off and they stand by their stupid way of thinking because they don't want to admit that they're stupid.
I have also noticed that a lot times when I make fun of stupid people, they just laugh and then continue to be stupid, probably to try to avoid or hide the embarrassment.
I suppose the level of stupidity is a factor when you're trying to help a stupid person by making fun of them.
Stupid people make me so angry that I most generally just lose my patience with them, but I do try to make fun of them every chance I get. That way, I don't get so angry.
One more thing...... Just because someone doesn't remember that John Wilkes Booth shot Lincoln doesn't necessarily make them stupid. Like was mentioned earlier, maybe they just don't care about U.S. history. I was never interested in trying to remember all those historical facts when I was in school, but I am very interested in certain historical facts whether they be local or world wide.
