Default Stock Headers and Exhaust Tape

I was working with the guy to create my custom exhaust and the price was quickly adding up to the $400-$500 range. I came home tonight and looked over various sites to see if I could find shorter slip-on (most I've seen are too long for me) and I found the Raw Design Reapers tips. They were pretty much exactly was I was planning to as far as the total look of the pipes. The one difference is that I wanted to black tape all but the last 3 inches of the tips. So I have 2 questions:

1.) Can the extra heatshield on the near the top of the rear pipe be removed?

2.) If removed, can the rest of the pipes be taped?

Most of the heat shield I am, I just don't want that budging piece of metal disrupting my smooth lines.
