By way of paying it forward I'll share how I got mine out with the fender on in case someone else finds this thread on a search. If you lift the front of the fender to the mud flap attachments and have moved the fender mud flap, fuse box and rear peg you can feel it by location with your left thumb (it wiggles because its on rubber). slide your thube to the fron of the relay and push it over. You can get your right thumb on top of the left by way of the fuse box. You can then use on with a wire on it to relocate it by the fuse box as god intended so you never have to do this again.

Is the fender hard to remove on the Stateline?
IIRC, when I replaced my relay it was pretty easy to get at with the fender off, which on the Fury takes about a minute. Once you do that it's right there under the frame.
