Question is, do I have to take off the wheel to remove the hold down bolts, or is there enough room to remove them without removing the wheel? Get the fender next week and having it painted locally for considerable less than L&M wants.

No need to remove the wheel, whole process takes less than 20 minutes... just make sure everything is even on it, don't want to be burning up a new fender because of built up kinetic heat from your tire.
