Can the plastic head covers be removed/installed without removing any of the S&S Teardrop Air Cleaner components?

Never tried, always removed the cover and air filter, other than that you do not have to remove any other S&S components.
Just the cover and air filter only..

The rear cover is really close, great potential for a scratched plug cover. It is easy enough to take out the 2 screws and remove the S&S cover.

your right knee is close to it riding, but I've have no complaints with it
